Elementary and Middle School Boundary Changes as
Adopted by the Rio Rancho Public Schools Board of Education on March 15, 2005

General observations:
At its meeting of Monday, March 14, the Rio Rancho Public Schools Board of Education adopted attendance area (boundary) changes for elementary and middle schools. The changes follow several months of study by a 40-person committee appointed by the board. The changes will take effect for the 2005-06 school year.

The committee’s charge was to establish an attendance area for the new elementary school currently under construction near Southern Blvd. and Unser Blvd., and to make adjustments to relieve overcrowding at several district schools. The committee was also asked to evaluate the impact of its elementary schools recommendation on middle schools and to suggest adjustments to the middle school boundaries.

The committee began its work in October. The committee developed options for elementary boundary changes, and then in February sent letters home with students to inform parents of the potential changes. It then conducted two public forums to give parents the opportunity for input and comment. In early March, a similar process was followed to notify parents and accept input on potential middle school changes. Parents were also encouraged to comment through the committee’s and school district’s e-mail addresses and through comment cards provided at affected schools.


Elementary Boundary Changes

After several months of study and opportunity for public input, the committee recommended a plan for boundary adjustments to elementary schools, dubbed “Option 7,” as it was the seventh option formally mapped by the committee. The board adopted this option, with one change, at its March 14 meeting. The plan better equalizes the enrollments among Rio Rancho’s elementary schools, keeping in mind the growth being experienced in different parts of the community.

Summary of the changes:

  • The following areas in the current Martin Luther King, Jr. (MLK), Stapleton, and Puesta del Sol attendance zones are assigned to the new elementary school:
    • All of the Cabezon development (Unit 16) west of Western Hills Rd. and south of Cabezon Blvd.
    • The area bounded by 10th St. SE, Southern Blvd., Unser Blvd., and the southern district boundary, currently assigned to MLK
    • The area bounded by the arroyo that runs east of Lisbon Ave. and west of Tarpon Ave. from Southern Blvd. to 5th St., then continuing across 5th St. between Lisbon and Arlene Rd to 2nd St., east on 2nd St. to Unser Blvd, south on Unser to Southern, and west on Southern to the arroyo west of Tarpon Ave. Portions of this area are currently assigned to Stapleton, Puesta del Sol, and MLK
    • The area bounded by Unser Blvd, Spring Rd., Summer Winds Dr., Western Hills Blvd, and Southern Blvd, currently assigned to MLK
  • The following portions of the current Colinas del Norte ES zone move to Stapleton Elementary: 10th St. north from Northern Blvd. to 19th Ave, then east on 19th Ave to the arroyo that runs southeast from 19th St. between Skyview Circle and Perma Rd, jogging east between Perma, Tramview Dr., and Penasco Rd. to Cherry Rd. and southeast to Unser Blvd, north on Unser to Progress Rd., east on Progress Rd. to 40th St, south on 40th to Northern Blvd, west on Northern to 10th St. The streets between Pine Rd. and Cherry Rd. at the extreme southeastern end of North Hills (Penasco, Questa, Costilla) are included in the Stapleton zone.
  • The area bordered by Golf Course, 16th Ave., NM 528, and Westside Blvd. is assigned to MLK (currently at Rio Rancho ES).
  • The area bordered by Progress Rd. and the southern edge of the Enchanted Hills subdivision, NM 528, Idalia Rd, and 40th St. is assigned to Enchanted Hills ES (currently at Vista Grande).
  • The area bordered by Idalia Rd., 40th St, and Northern Blvd is assigned to Stapleton ES (currently at Enchanted Hills).
  • The Cascades neighborhood near Broadmoor and High Resort will remain at Stapleton Elementary (it had been proposed for reassignment to Rio Rancho Elementary).

Realignment Of Middle School Boundaries:

As part of its direction to the elementary school boundary review committee, the school board requested that the committee look at the impact of the proposed boundary changes on the middle schools. Based on this study, the board adopted a plan that aligns the middle school boundaries with the new elementary school boundaries, with the exception of one area in the Colinas del Norte ES attendance zone. In this area, the middle school boundary for Eagle Ridge Middle School is expanded to include all of the North Hills subdivision.

The reason for the variation between elementary and middle school boundaries in the Colinas del Norte area is to provide a larger reduction in enrollment at Mountain View Middle School than could be afforded by exactly aligning the middle school boundary with the new elementary boundary between Colinas and Stapleton. Mountain View’s enrollment currently is significantly higher than that of the other two middle schools (based on 120-day 5th and 6th grade enrollment, 800 vs. approximately 550 for the other two middle schools). Mountain View’s 40th day growth rate was 15%+ whereas enrollment at the other two middle schools was slightly declining.

Summary of the changes:

  • Students in the current Mountain View Middle School zone who live within the following area will be assigned to Eagle Ridge Middle School in 2005-06: 10th St. north from Northern Blvd. to 28th St., 28th St. east to Unser Blvd., Unser Blvd. north to Progress Rd., Progress Rd. east to 40th St., 40th St. south to Northern Blvd.
  • Students in the current Eagle Ridge MS zone in the area bordered by the arroyo that runs north from Tarpon Ave. to 2nd St east of Lisbon Ave, east on 2nd St. to Unser Blvd., south on Unser Blvd. to 5th St, and West on 5th St. to Tarpon and then to the arroyo move from Eagle Ridge to Lincoln
  • Students in the current Eagle Ridge MS zone in the area bordered by the arroyo that runs between Tarpon Ave. and Lisbon Ave. from Southern Blvd. north to 5th St., then east on 5th St. to Unser Blvd., south on Unser to Wexford Ave., southwest on Wexford to Tarpon, south on Tarpon to Southern, and west on Southern to the arroyo will move from Eagle Ridge to Lincoln.

With the changes, Colinas del Norte is the only Rio Rancho school where elementary students feed into two different middle schools.

New elementary school:

The new elementary school will open with the capacity to serve approximately 400 students. Completion of additional classrooms later in the 2005-06 school year will increase the capacity to 750-800. Very high growth is anticipated in this area due to the opening of the Cabezon development. Enrollment at this school will probably follow a pattern similar to that at Vista Grande Elementary, which doubled in size in slightly more than two years.

Enrollment impact:

Establishes a student body at the new school of approximately 385 students. When the school opens, it will have a capacity of 400. Additional classroom construction will increase the capacity of the facility to approximately 750 later in the school year.

Middle school feeder impact: The proposed attendance area for the new school is divided among two middle school attendance zones – Lincoln’s and Eagle Ridge’s. About 235 of the 384 students affected (based on 40th day enrollment) live in the Eagle Ridge zone; the remainder in the Lincoln zone. The new elementary school is in closest proximity to Lincoln Middle School. If the board were to adopt pure feeder alignment, middle school students living in the new school’s attendance area would attend Lincoln.

North: Idalia Blvd. northeast from Unser Blvd. to Chessman, Chessman southeast to High Resort Blvd., High Resort east to the Montoyas Arroyo just west of the sports park, then follows the Montoyas Arroyo east to the east district boundary
East: The eastern district boundary
South: The southern district boundary
West: 10th St from the south district boundary to Southern Blvd., east on Southern to the arroyo between Lisbon Ave. and Tarpon Ave., north up the arroyo to 2nd St., east on 2nd St. to Unser Blvd., north on Unser to Idalia

Adds to the Lincoln attendance zone (from Eagle Ridge MS)

  • From the current Stapleton attendance area:
    • The area bordered by the arroyo that runs from 5th St. between Lisbon Ave. and Arlene Rd. up to 2nd. St., east on 2nd St. to Unser, south on Unser to 5th St., and west on 5th St. to the arroyo
  • From the current Puesta del Sol attendance area:
    • The area bordered by the arroyo that runs north from Southern Blvd. to 5th St. between Tarpon Ave. and Lisbon Ave., east on 5th St. to Unser, south on Unser to Wexford, southwest on Wexford to Tarpon, south on Tarpon to Southern, west on Southern to the arroyo.

Enrollment impact: Increases Lincoln MS’s enrollment by about 75 students


Mountain View MS:

Existing boundary:
North: The north district boundary
East: The eastern district boundary south to Northern Blvd.
South: Northern Blvd. west to Rainbow Blvd., Rainbow south to 9th Ave., 9th Ave. west to the west district boundary
West: The west district boundary

New boundary:
North: The north district boundary
East: The eastern district boundary south to Northern Blvd.
South: Northern Blvd. west to 40th St., 40th north to Progress Blvd., Progress west to Unser Blvd., Unser south to 28th Ave., 28th Ave. west to 10th Ave., south on 10th Ave. to Northern Blvd., west on Northern to Rainbow Blvd., south on Rainbow to 9th Ave., west on 9th Ave. to the west district boundary
West: The west district boundary

Removes from the Mountain View attendance zone (these students would attend Eagle Ridge):

  • All students in an area bordered by 10th St., 28th Ave, Unser Blvd, Progress Blvd, 40th St., and Northern Blvd..

Enrollment impact: Decreases Mountain View’s enrollment by about 140 students
